The translation is indeed in panel 7. I didn’t check Tolkienish runes, but to me they correspond pretty closely to actual historical runes, except for the runic equivalent to the Y and the D.
Bliss is copying the style of E. H. Shepard, who did the illustrations for A.A. Milne’s Winnie-the-Pooh. If you don’t have a paper copy, go on line and check out Shepard’s drawings for the book. Bliss did a pretty good job here!
Maybe light comes in from a light outside when they sleep with the window open, and it bothers her more than him because she sleeps on the side of the bed near the window (personal experience with a neighbor’s overly-sensitive motion detector).
