Cold Patch. Straight asphalt requires elaborate heating equipment. Cold patch is OK for resident driveways, but not suitable for heavy traffic or high speeds.
While the street will be smoother for a while, the coldpatch will fail sooner, and they dug the hole bigger. So, they have made the problem worse. Plus, they were not following OSHA procedures. If anyone got hurt, and the city allowed them to do it, the city would be liable.
