Just because the first roads in history were built by kings and emperors is no reason that roads today must be built by government.
People who assume that if government didn’t build them there would be no roads are like the Soviets who thought that unless government built them there’d be no cars (what few they had) or like generations of Europeans who thought that without government there’d be no phones, no radio, no electricity, no hospitals, etc., etc.
Sell the roads, get the government out of that business, and see how quickly they improve.
