Back in the day (‘70’s) they were associated with a certain person of privilege, like some rich kid in a Frat or one from a wealthy town. I think they’re making a comeback for just that very reason today.
They are actually footwear for those who hang out on sailboats. For when you’re walking around on the slippery decks and such.
