    The police would never seize assets and then retain them for the use of the department and local government whether charged with a crime or not.

    I’m a retired LEO. There is a court process for civil forfeiture which can allow a law enforcement agency to seize property and covert it to departmental use, or to be sold at auction. Sadly some agencies don’t/won’t use the process. The department I retired from would go through the process to seize say a car, which would then be sold at auction. The auction was handled by a third party. Items like firearms were destroyed by cutting them up with a chop saw. Narcotics were destroyed by incineration. I personally would have rather seen everything destroyed rather than kept.
