Yes. He is people. Raised by animals in a world of predation and hardship. With a limited intellectual capacity. With no human empathy. Without any social awareness, only appetites and fears. We generally avoid that sort of people.
If anyone follows the author Jeff Vandermeer, over the past few years he occasionally posts videos of his beloved “baby” raccoon neighbors playing with balls in the kiddie pool he has provided for their enjoyment. He writes great, weird books too!
My mom made no distinction between people and other animals except the obvious appearance things. It hit me when was in my teens. When I was 8 we got a dog in the summer. In the fall when I got home from school my mom would tell me what the dog and my preschool age brother and sister did during the day. It wasn’t till later that I realized that she spoke of the three of them as equals. It didn’t seem to hurt my mom in her relationship with other adults. It helped her in her relationship with animals and children.

No, he’s not people. But anyone who’s ever kept a pet, or observed wildlife knows animals have personalities. And enjoy play.
