I’m wondering if the Dr Dark story was presented more as an object lesson (politicians & bureaucrats are unable to see and do the obviously right thing because they’re paralyzed by “higher” concerns, like being reelected or covering their a$$es) than as an adventure.

Morning, Anniephans! This is a great story. Maybe the previous one, with Dr. Dark, was just a filler while Maeder was fine tuning this one.
