I think what she is saying is that Overdale really has no concern for Patsy or for her welfare. Patsy could live or die for all he cares. What he is concerned about is losing the money he gets from the Hersh family. And that’s the “crummy reason.”
If he just wanted to curry favor wouldn’t he help kill Patsy, or at least look the other way and not blame her family?@jmcx4, Santiago’s remark is about the senator, not generalizing to all politicians.
The senator’s reason for saving Patsy is to use her to get information about domestic terrorism and wants to use Santiago to do it. Not a totally “crummy” reason, it is perhaps for the good of the country. But he doesn’t care about people. He uses them.

Morning, Anniephans!I like the way the Senator is portrayed. Maeder was good at developing characters.
Here’s the link to Annie 2004 .

What? Is she saying that when a politician does something good, it’s for a crummy reason? Absurd!

Is it just me, or does the senator have more than a passing resemblence to Ted Kenedy?
