Morning, Anniephans! The comment about the hairdo in Panel 3 indicates that they knew Annie while the strip was being drawn by Leonard Starr or earlier. These two ghosts are not the ones Annie met aboard a freight train back in 2001, whose names were Henry and Birdie. These two are Hazel and the Constable. There was a ghost in two Leonard Starr stories, whose name was Amity. Her stories were in 1985 and 1990, and she made a brief appearance in 1999. Maybe Hazel and the Constable date back to the Tex Blaisdale era (1968-1974), or even Harold Gray. I have The Complete Little Orphan Annie up through Volume 8 (1939), and I haven’t seen them yet.

It doesn’t explain the stories completely. I expect other ghosts will soon make themselves known.

Yup, I suspect they are not alone. These things usually have friends.
