No, he cannot go after footwear repeatedly, especially since he is resorting to stealing the stuff. (And breaking into the same store again to take the old ones back and get new ones is just plain weird.) As for the police chief, some of our faculty have a side bet going on to see if he connects kids boots with the girl missing from the recent plane crash nearby – and how long it takes for the “light to come on,” as it were
