He will never finish the current car. The car fix arc has been going on for multiple years and it still does not have a left front wheel assembly. Does Baldo smoke pot when no one is looking? Because this is clearly a pipe dream.

At his age, and considering the large place in his life that his dream car occupies, this is a declaration of the most serious intentions.
