If the bookmarks are properly organized into a rich, hierarchical directory structure, it can become indefinitely large with no problem. Internet Explorer has a bug in the “Add to Favorites” function that makes it expand the entire structure, thus preventing its use, but one can work around that: to add a favorite, go to the Start menu, right-click “Favorites”, select “Open”, navigate through the directory structure expanding only relevant directories, and adding directories as appropriate. Then, mouse-drag the icon from the address bar into the appropriate directory. One can similarly rearrange existing entries when one directory becomes too large.This bug does not impair the use of a rich directory structure; it only necessitates the above procedure when adding a favorite.
If you use different Web browsers for different purposes, the above procedure is handy because it forces them to use the same Favorites list. I occasionally do this. It amazes me how many bookmarks I have accumulated that are totally not needed.

I generally go over my bookmarks too. But I use Mozilla for my browser. Simple to use and no popups.
