I have no idea how you guys got your answers, but I got 10:42 and 40 seconds.Proof:
10 * 30 = 300 seconds = 5 minutes.15 * 40 = 600 seconds = 10 minutes.12 * 120 = 1440 seconds = 24 minutes.
There are 36 gaps between the questions (not 37).
5 * 36 = 180 seconds = 3 minutes.2 * 20 = 40 seconds
5 minutes + 10 minutes + 24 minutes + 3 minutes + 40 seconds = 42 minutes and 40 seconds.
Test starts at 10:00 precisely.
So, Carl hands in his test at 10:42 and 40 seconds.

If you look at Nate’s work, he had 39 minutes, 3 minutes, and 40 seconds. All he needed to do was add them up.

The first set of question (10 questions, 30 seconds) took 300 seconds, which is equal to 5 minutes. The second set, (15 questions, 40 seconds) took 600 seconds, which is equal to 10 minutes. Then the last set, (12 questions, 2 minutes) is equal to 12 questions, 120 seconds. 12×120=1440, which is equivalent to 24 minutes. 10+15+12=37 questions, where there should be 36 5-second breaks in between. 36×5=180 seconds, which is also 3 minutes. 39+3=42 minutes. 20 second for pencil sharpening x 2 breaks for pencil sharpening = 40 seconds, so the answer is 10:42 and 40 seconds if he starts at 10:00. This test took 42:40.
