His question should not even need to exist. He’s a human adult. In the USA. Yes, he should be voting. And also appreciating that people are saving energy by drying laundry outdoors. I wonder if the laundry has any hint to NYC? Old TV shows often showed apartment buildings in NY with laundry stretched between buildings to dry. I never lived there, so just a guess.
The GOP is no longer a political party. They are somewhere between white supremacist thugs and a Facist cult. They disown/destroy those who have (for thirty years and more) been faithful Republicans, some of them principled conservatives. The only test of acceptability now is blind and unyielding obedience to Trumpian insanity. Truth is their enemy, false witness is their gospel.
They are unable to reform themselves. Redemption is not possible they unless they willingly self-dismantle and then rebuild from the ground up. They need to. We need them to. The country needs a strong, smart, principled opposition party such as they once were.
Short of defeating them at the ballot box, the alternatives are too cruel to imagine.
Despite the absurd lies told by the loony left, all you have to do is show up, register and then vote.
That funny little card in your wallet, the one with your picture, makes the magic happen.
Don’t have one? Well, you certainly are part of a TINY minority, but we can solve this. Pop down to the DMV or whatever other govt office handles ID in your state. It doesn’t take much to prove your identity.
It depends on if the person is illegally in the US. If so, he has every right to vote, should get registered, and vote one time in each election. If not, he should leave the country and return legally if qualified.

(I’m addressing the fictitious dog as ‘boy,’ not the black man!)

Only if you want to vote Republican. Don’t worry though. The Party will soon make voting for anyone else illegal.
