In a rational world, instead of repeating the 1928 mistake of building in the flood plain, wouldn’t be smarter to rebuild the ghetto in a different area in Louisiana? Surely the whole state is not a flood plain. Turn the flooding ghetto into a park or wildlife refuge for alligators.

I’m pretty sure the flood plains were built upon by the poor because the land was so cheap there. And the rich lands didn’t flood because, well, it wasn’t in the flood plains! When you’re poor, you live where ever you can.
