That sounds somewhat like the goal of some governments (or some in government: Make everyone broke so that they are completely dependent on the government.
I worked Renaissance fairs for years. It is sort of like signing up for the “Natural Guard”. I got called up for six to seven weekends every summer. Our mission was to separate tourists from their money in the most entertaining ways we could devise. It was a dirty job but someone had to do it. :)
