I think she’s smiling not about the incident but about what Donna is going to do to that guy if she ever gets hold of him. That’s actually a very cathartic idea.
I don’t see a smile, but what I see is Mona baiting Donna. And Donna reverts to form in the last panel. Goodhearted, but a bit ditzy. Much more appealing than smart and indifferent.

I ‘m sorry but hitting a puppy or any animal for that matter does not sit well with me. And it bothers me to see Mona somewhat smiling about it.
