Actually, my reasoning was specious. Georgia and Texas have the highest percentages of population incarcerated, but that doesn’t mean that they (we) have the most people in prison.
The penal system is a major industry in this state. Combined with the judiciary, it is an economic force that the state is addicted to. On many levels it is a racket.
