It seems this is a decision that should fall under Mom’s jurisdiction but every family’s different.
I was 15 when I got mine pierced. I made my daughters wait until they were 10. I also told them that they weren’t allowed to cry and they had to get both ears done no matter how much it hurt. They really had to WANT the pain of getting them pierced.
