Well, in the sense that we make them do things they may not want to do (especially when they are younger), then yes. Necessarily so. But in the commonly accepted understanding of manipulative, especially with adult children, when it means deceptively trying to instill guilt and shame in order to control the aforementioned adult child, then I sincerely hope this does not describe most parents.
