Reminds me in mid 70’s El Paso. My friends uncle from out of town was visiting. Common activity at the time was to cross the border and visit Mexico. I accompanied them. On the way home at the border checkpoint they asked our nationality. We all replied “American” but one. Yes good old uncle said something cute. They just pointed to the side and said pull over there. We waited for what seemed like an hour for searches. My friends dad was mad at his brother. Oh did I say I found it? Just checking if you were still reading this.
One: I have never seen four people holding a sign. Two: Why does Burl need a co-worker it is not like he loads and unloads stuff for people. He just fills out paperwork and process payments
More like ‘how many women on road crews do a single thing BUT hold up a sign?’ I haven’t seen any of them demanding to be given a shovel or jackhammer. Ever.

Burl’s a bit soft in the head, challenging a whole road crew, when they have the power to make his journey miserable.
Maybe he needs a hard hat like theirs.
I’m sure the Illinois DOT would be happy to provide a special one for him…
Will he notice that instead of “I.D.O.T.” his says “I.D.I.O.T.”?
