A Tracphone is a good idea. They are cheap – $15 – $20 – and if he misplaces it, you won’t end up with a bill for a zillion dollars, because you only purchase time as you need it.
My nieces have gone through hand-held game-thingies, tablets, chromebook laptops… they were kids, and abused and lost them. The oldest two (13 and 11) now have iPods and have taken reasonable care of them, although they keep losing the charging cord (and won’t, of course, share them), and the 13-yo has a basic phone too because she is now traveling with the school band. Heck, I didn’t get my first phone until I was in my thirties!

Got my daughter her first cell phone at age 10, she kept losing it all the time. It was part of a family plan or I never would’ve agreed to it.
