Reminds of the TV movie(or mini-series, since it aired in two parts) “Impact” in 2009. Despite its logic flaws, I found it very entertaining. The moon is impacted by a fragment of a so-called “Brown Dwarf” and it causes all sort of odd anomalies on Earth, including localized loss of gravity.
