    well, actually water is a non-conductor, it is all the other stuff carried along with it that is, and its ability to damage electronics is mostly because people do not want to wait for an electronic device to completely dry before applying power.

    If you remove the oxygen from dihydrogen monoxide, you have a highly explosive substance. The human body removes oxygen from dihydrogen monoxide. This explains spontaneous human combustion.
