Dogs have two “color” cones in their eyes, where humans have three. They can see a little better into ultraviolet than humans, and their spectrum is shifted away from the red end, but they can see colors.
Dog do not see only in black and white, they are dichromats like most mammals (with the exception of primates — including humans — who are trichromats). That means they can see black and white, and distinguish yellow from blue (i.e. green and red are seen as the same). Dogs have simply a mild case of colour blindness.

Cagney may not be able to distinguish colors but I wonder if those strips have any aroma to them.
