I worked my way through college on the GI Bill and straight night shifts on a city police department. One duty was to let work release inmates back into jail after their shift in a local mine. When they completed their sentences they had a minimum $2000.00 in a bank account and a job at the mine.One inmate, on the day of his release, wrote a felony bad check on a non-existent bank account to be re-incarcerated. He couldn’t deal with the responsibility of running his own life.
