    I heard somewhere that Congress used to make laws vague on purpose to get enough votes to pass legislation with the intention of letting the courts figure out later what they Meant to say.

    I think they still do, or maybe the courts just decide how they want to interpret the laws anyway they want, regardless of how the laws are written.
