You bet. This is the very first international treaty made by the new United States of America. But Barlow was not a “Republican” as in today’s Republican, but a “Jeffersonian republican” then called the “Democratic-Republican Party”. Today’s Republican Party began in 1854 as the Liberal Party in the U.S., and changed to conservative with Nixon’s ‘Southern Strategy’.
(Authored by American diplomat Joel Barlow in 1796, the following treaty was sent to the floor of the Senate, June 7, 1797, where it was read aloud in its entirety and unanimously approved. John Adams, having seen the treaty, signed it and proudly proclaimed it to the Nation.)
