Has Charlie done criminal bookkeeping before, turn them in then go onto another “enterprise” and do it all over again ? It seems he gets his jollies doing this sort of thing if panel 2 gives any indication.

I think the square talking boxes by Tracy and Sam are still being said in the court house, but the scene is showing a past event as they are mentioning it ! YES! Got it!
It’s just a gag for No Pants Day and the charity it supports. But I still wonder why Tracy is wearing his trenchcoat indoors and Sam is fully dressed, while Charlies happily exists in only his underwear—is the room cool or hot? Or does Tracy expect Charlie to finish in ten seconds or less and dress for court equally rapidly—hence Tracy already set to go?
And what’s with Sam’s eyes in panel 3? Is he wearing blindfold to escape the view literally before his eyes?
