I think it is just because uncomfortable furniture is cheaper than comfortable furniture.
That, and the hospital does not Want anyone to like the place so much they try to take up residence.
Based on my experience spending A LOT of time in waiting rooms at UTMB in Galveston, TX, the uncomfortable furniture is there to keep homeless people away.
