I see that Deering is (deliberately?) misunderstanding the basis of this story. The true understanding… or at least what I think it is… is that she was completely insulated from the lack of food that the citizens were experiencing, to the point that she actually had the OPTION of eating bread OR cake. Not so much a bubble head as a bubble chamber in which she lived. I have no idea if she was also a bubble-head. And the moral is that rulers should mingle with the denizens enough to understand what matters to them… and what hooks will work to motivate…
