Because the wind will blow the umbrella inside out
Some people do use umbrellas for snow. I was asked to do so on a visit to a Frank Lloyd Wright house.

That’s why we have hats.
IMHO: Some do, most don’t think about it. Rain gets one wet fast; use umbrella. Snow just kind of sits before melting slowly; just brush it off, no umbrella needed.
that’s the face I made when my dogs would come in from playing in the snow. But I couldn’t get mad at them. I instigated it.
Because snow blows sideways, it doesn’t always just fall straight down.
If that much snow landed on his head, shouldn’t the snow on the ground reach at least his knees?
many folks here in japan use a brolly in the snow, which always makes me smile and wonder why they didn’t just dress properly…

I used one in an ice storm once; when I got inside, there was an umbrella=shaped sheet of ice I had to remove from it.
But what about hats? Isn’t that the main thing we use to cover the top of our heads in the snow?
Or, heck, even sun! That’s what they were originally invented for…
