Hmmm! He’s definitely falling down on the job. However a loud ROOF! and a shove of your bowl should get his attention.

A healthy dog should get only one meal a day.

Time to give Mr. Dear’s chair a nice hearty nudge, Fred. He’s falling asleep on the job.

Unleash the foghorn of discontent, Fred. That’ll wake him and your neighbors up right quickly.

A gentle nudge with the nose, perhaps, or pick the bowl up and then drop it.

I carefully trained hubby not to give the dogs a treat until we had been out of bed for at least 15 minutes. That way, they would not wake us up wanting a treat and breakfast. It worked pretty well except when we dog-sat for our friends, whose toy poodle was full of energy and appetite far more than our dachshunds!
