The strip was only written from late 1980 to ‘89, so it had to be Reagan. But the punchline is funny because it refers back to the Nixon tapes… It seems Reagan took Rosebud’s advice. Or more likely, his handlers had learned from Nixon’s mistake (and never made any tapes).
