I think it’s a comment on how many people don’t understand “reform”, and are expecting some sort of painful experience…

This doesn’t make any sense, and an explanation wouldn’t clarify a thing.
Reform; not quite the same as shape-shifting, simply fixing the things that are wrong. So there’s a lot to be fixed!
