I read Douglas Adam’s Last Chance to See, and his descriptions of traffic in China. He said they use their horn all the time. I bought the CD-ROM version of the book which has more pictures, and in it you can see this prohibition symbol. Not that it does any good.

Does he live in the kind of neighborhood where people frequently walk through with squeeze-bulb horns on their feet, or do they just know Horace?

If the sign is saying ‘no noise’, it should have been more specific. There is always a ‘Horace’ around.

That rattle around his snout is genius. He can make it sound by moving his head. And it same time locks that horn into his mouth…
