Tracy’s wrist wizard no doubt is sophisticated enough to use frequency-hopping spread spectrum transmission. That makes it highly resistant to jamming. Rikki would have to jam all frequencies to override Tracy’s transmissions, including homing.
Something tells me that Rikki is new to the villain business, given that she made a rookie mistake in her failure to properly edit the footage of Dick Tracy. Two of them, considering how much she has underestimated both Tracy and the other detectives. She is in for an unpleasant surprise when they slap the handcuffs on her (or put her in a body bag).

Great Detective work….It is a comic funny page fact that spinach in a corn cobb pipe can be used as a cutting torch that will penetrate the thickest plate steel allowing the Comic Hero to escape, unscathed….Blam, Blam, Blam and Bob’s your uncle….Arf, Arf….
Apologies if someone else has already brought this up, but what exactly is the point of Rikki sending a phony signal to Sam and Lizz? Blocking Tracy’s signal makes sense, but I can’t see any reason to send a signal in which Tracy will not send any direct communication to his partners. All the latter will do (as it is obviously doing) is convince Sam and Lizz all the more that Tracy is in trouble. The bad editing job just makes it more obvious.
