We know he’s not “well out of” that life and I don’t think Tracy believes it either. Tracy is going to be watching him like a hawk. He won’t be able to be seen with drugs. Onward to Plan B, as I like to think of it.
If I read this correctly Polar Vortex is one astute planner. His gambit was heads he wins someone loses. Whether it is Dick Tracy or the unstable Pauly. Not surprising Pauly lost. But PV still won if he gets out of this. If it is true he is a Chess Master trope. Deep thinker planning on more than one or even two levels. But many with alternate contingencies built in.
How did Tracy collect so much background info on PV so quickly? The detection of Honeymoon’s wrist wizard happened less than an hour ago and the location was an office that would have required checking into to determine ownership, etc. PV kept a low profile and wasn’t on their radar that we know of before the shootout with Pauly – could it be that Devil tipped them to more information than just the location of the girls?
Piotr Volkov, Polar Vortex, is quite accomplished at lying on the run, making up a plausible story for Tracy even while he is being questioned. I’m sure Tracy is not buying it all, but as a lawman, he requires proof before he can act, unlike the Bad Guys, who can take out their opponents on a whim. On the other hand, with the girls rescued, Pauly dead, and Devil in custody and singing, Piotr has few resources ready to hand. Only the well-hidden stash of drugs is his to use, and if Tracy tracks him relentlessly, he will not be able to get to it without blowing his claim to innocence….

Isn’t Volkov still a kidnapping accomplice? Therefore, he should be placed under arrest at minimum for the officers’ safety.

Watch your back, Dick Tracy. Polar Vortex is not someone you should trust.

For those thinking Polar Vortex may try something, remember – Honeymoon just got found at that place.
Polar Vortex may be diabolical but he hasn’t come across as criminally insane just yet.

Volkov should probably stop sneering so much if he wants to fool Tracy.
