I hope the people who think a backyard fence is good enough are reading this comic today and see how much dogs really need to walk with their humans as often as possible. They need to learn their neighborhood, meet the other dogs, mark their interests, check out what people are cooking (they can smell it as they go by homes), and just enjoy the human/dog bond. Bonus: a tired dog is a good dog.
