Phone: Yes, that's correct... with some provisos, of course. The first 20,000 must have Master's degrees in political science. Of the rest, 90% must be home owners, and 80% must have voted in every election since 1948. Mike: That's outrageous! Those rules are prohibitory and you know it! Phone: If you don't think you can get the signatures, Mr. Doonesbury, we'd be happy to refund your application fee. Mike: We can get 'em. Phone: You can?
