I think his wires were fried long before this. After Dick died he showed up at a congressional hearing wanting to throw his hat into the ring as a potential suitor to the new widow.

What happened to bearded, plaid-wearing, Scotsman-looking guy? He moved from foreground to shadowy figure in lower right corner to completely missing in the space of 3 days.

A little history: James Watt was Sec. of Interior under Ronnie Raygun. He was so bad environmentally that he became the biggest recruiter for Sierra Club ever. He was also on the board of directors of Jim and Tammie Faye Baker’s televangelist scam. He and many other high level cabinet officials of Ronnie’s were found guilty of corruption. He pleaded no contest and had to pay a big fine but did not get a “record.”
