He needs to set her up with her own checking and savings accounts. Seed her with $30 in each and tell her that she has to deposit or withdraw from ONLY those accounts. (And he needs to make it clear that if she wants anything beyond materials for school and other basics, it has to be cleared through him until she shows some fiscal responsibility.)
