I read about a couple of guys whose landlord said they’d repaint the place but never did. They finally got him to agree (in writing) to let them repaint at their expense.
Two days before they moved out, they redid the entire apartment in black. Floors, walls, ceiling, fixtures, everything.
a long ago landlord thanked me effusively for painting the kitchen as he was checking the apartment when i moved to a new place and then apologized effusively for having to charge me ¥5,000 for a tiny hole in one of the window screens…
