People who do wrong, who seize power, suspect everyone else is up to the same plotting. They constantly look for ways to restrain and squash anything they can interpret as a potential threat to their ill gotten wealth/power/position. They do this casting a large net, whether justified or totally unjustified, depriving normal citizens of their freedoms.

Another law that won’t be enforced an has no consequences.
