Been There, Done That, Got caught on the return visit. Being under the covers reading by the light of the Electric Blanket control box did not improved things for me either. :(
Our rule has been that the girls have to be IN BED at 8:30-9:00. They don’t have to go right to sleep if they don’t want to, as long as they’re ready to go in the morning and not dragging. Our older daughter actually has an alarm set for 10; that’s when she “shuts down” and goes to sleep. Our younger daughter usually goes right to sleep.
I am from a family who struggle to sleep. I have been reading myself to sleep under the covers at least since I was 5, and now my older children do the same. My youngest is just getting to that point. I struggle to tell them not to, because it really is a superb way to clear your mind to sleep- so long as it’s done with paper books and not electronics. My son is often just like Mike, and no, getting up is not easy for him.
All of my kids wake up if you walk around upstairs (or down, unless their doors are closed) or open their doors, so spying on them is counter-productive. Just wakes them up again if they were asleep.

My parents were in bed by 10:30 and asleep by 11:00
A clock in the living room went “Bong” eleven times, plenty enough noise to cover me sneaking out the front door
