Reminds me of a cartoon in MAD done by Sergio Aragones, who often did cartoons without dialogue.
First Panel: A man is leaving for work while his grown son is still asleep.
Second Panel: The man returns home from work, and looks in annoyance as his son is schumpily sitting in front of the TV while several empty beer cans are strewn about.
Third Panel: The man’s annoyance turns to anger as the son and his girlfriend are partying in the middle of the night, playing loud music while the father is trying to get some rest.
Fourth Panel: The father is taking his son to the local recruiting office of the US Army.

The house has a mortgage which is being paid off by: Roger.
The TV is powered by electricity and the bills are paid by: Roger.
Peter is a dependent of his parents. If his dad says no TV at 0100 hours, that means no TV.
