He is friends with the pun master – Pastis. Since he makes fun of Jeff the cyclist in his strip, I believe he is referencing Pearls Before Swine’s terrible/wonderful puns in the final panel. Or not. :)

dgmillerBig Julie should have known Gaul was in more than three parts then, two of which he had in his own army. Balderic slingers were Gauls as were those and what is now central Turkey – Galacia. He would also have known about, but not attempted to conquer – Galicia in the lower Danube valley.

She says “Go ahead, get it over with” because she already knows Frazz has an awful pun loaded up to follow that off-hand observation?? (I guess the implication is she knows him SO well, but I’m not buying it.)
