Why help them up now? They obviously can’t vote if they are still down there in November, which makes them irrelevant. And, just in case someone else rescues them, he has the more important job of passing voter restrictions, and arranging the voting booths to make those in the Democratic neighborhoods more difficult to get to.
Like most politicians, he prefers to waste the public monies by throwing it at the problem instead of getting his hands dirty and actually doing something that would help. If there was a news camera crew handy, I bet he would be doing something that would appear constructive.
