That guy….like Frank Nelson….shows up often as different characters. I suppose it’s just a generic “male face,” but is there more to than that? Hmmmm….
Maybe a long lost relative of the Wallet clan like Nubbin or Judy’s son Gabe.
It might just be the collar, but he kinda looks like Bing Crosby in panel 1
