I have a friend who bought a scooter and she loved it— then tried to talk me into riding it. I looked a the spec label and it said it was for riders “up to 56kg total.” She had not moved the number from metric to US, and did not realize she was barely under the maximum by herself.
Might be a Centrifugal Clutch. Under That Load there just isn’t Enough Centrifugal Force to Overcome and Move the Scooter. They do have Their Limitations. That Load would put a strain on a “Full Cruiser/Road Bike” no doubt a short clutch life. :-) ( Kinda like trying to take a 12inch chainsaw and cut down a Redwood Tree. ) :-)
